I do not have much help too offer, but i suffer from exactly the same
problem, and have been playing (waistin a lot of time) with
problemsolving and solutions.

What i noticed:

- Sometimes after a reboot, or after removing (rmmod) and reinstalling
(modprobe) the ivtv driver it works correctly.
- If i use ivtv-tune or mythtv it goes wrong immediately.
- But if i tune by using ivtvctl (as in ivtvctl --set-freq 13589) it
keeps working.

Note: this is on a Suse 10.1 system in europe using the europe-west
channels.
