Well, I think that I've gotten it to work, but not in a way that most people
can use:

After recompiling the tuner module with the patch discussed earlier, and
using the firmware from the Hauppauge driver disk (driver version
2.0.43.24054) I was a point where some of the channels looked better than
others, and all 4 tuners (two PVR-500s) seemed to perform differently. 

The final step to make everything work was to amplify the signals
significantly. In my case, the RF signal is coming from a bank of RF
modulators (this is a university project, NOT a home setup), so I boosted
the gain out of each modulator to it's maximum. This would clear up the
channel I was viewing, but crosstalk continued to be a problem, so I reset
the modulators to even channels (2,4,6,8, etc..) to give more seperation. 

All in all, it works, and I'd like to thank all the guys to helped me tweak
the system to get to this point; but my advice to anyone considering a
PVR-500 would be to plan on buying a good signal amp such as the one that
Lonnie suggested below in order to make it work. If that doesn't sound
appealing, just use PVR-150s or wait for Hauppauge to put a better tuner on
this card.

Thanks for the advice, Lonnie. I'm giving this a try along with re-compiling
the tuner module before I return these things. I'll let everyone know what I
find.
