An update to this problem. I may have it working properly now.
I did a complete uninstall of all ivtv drivers, and removed all references in the /etc/modprobe.conf Then rebuild the driver from source. and without adding anything to /etc/modprobe.conf ran modprobe ivtv, and the driver came up just like it's supposed to.
