Forgot to add this is not de-activate interlacing but this setting can improve the quality. AFAIK whether it is interlaced or not depends on the source you capture from. If the source is interlaced so will be the mpeg file. But someone might want to correct me here ;-) Also I could not find a control to switch on a de-interlacer in ivtv so the application will have de-interlace it for you. Can you provide a screenshot or a small clip that show this?
