I had this exact same problem on a Gentoo box with 2.6.20 kernel. I haven't figured out the permanent solution but the following works for me. modprobe -r ivtv modprobe wm8775 modprobe tuner modprobe cx25840 modprobe ivtv IIRC, this was all it needed but you may need a few more modules loaded.
