As far as I can tell, this isn't related to F7.  I run FC6 and I use this:
[EMAIL PROTECTED] ~]$ cat /etc/modprobe.d/ivtv.conf
options ivtv enc_mpg_buffers=16
options ivtv enc_vbi_buffers=16


To find out more about options for the ivtv driver, at a terminal window, type

$ /sbin/modinfo ivtv
