modinfo ivtv might give you the option you need...
modprobe ivtv pal (b,g,h,d,k,.....)
should give you the result you're looking for.

Your dmesg-output gives an error about an eeprom not correctly loaded, 
might wanna check that out.
After: ivtv0: Autodetected Hauppauge card (cx23416 based) my system 
continues loading firmware, you have that installed?
