If there's any way for the software to know for sure which frame number
is being shown then it's a software issue as the data sent the the
video4linux device could be "paused" while the encoding catches up.

Even if that is not possible so long as we know which decoded frame is
the first frame of a stream then a few GOPs could be decoded at a time
via v4l and held in a memory buffer. Xvid could encode from there.
