For NTSC, I always capture at 704x480 to reduce the jump/flicker the
encoder seems to manifest when using the MythTV default of 480x480.

It depends on the artifact. A weak signal can cause the encoder to
produce some artifacts.

MythTV sets all these for you. You can change them.

$ /usr/local/bin/mythfrontend

Utilities/Setup ->
   Setup ->
      TV Settings ->
         Recording Profiles ->
            MPEG-2 Encoders (PVR-x50, PVR-500) ->
               Default (or Live TV) ->
                  Next
                  Width
                  Height
                  Next
                  MPEG-2 PS (don't use TS!)
                  Aspect Ratio
                  Bitrate
                  Max bitrate
                  Next
                  Sampling Rate
                  Type
                  Bitrate
                  Finish
<ESC><ESC> ... <ESC>
