The card can process baseband PAL on the composite and svideo inputs.


For tuner compatibility what matters most is the "letter" standard, in
your case "M".

The tuner should work for NTSC-M in the Phillipines, South Korea, and
Taiwan and likely also the NTSC-M variant available in Japan (sometimes
referred to as NTSC-J).  

There's good chance you could use the tuner for PAL-M (color might take
some work to get right), but that's only in Brazil.  And a chance the
tuner could work for PAL-N/Nc, but those are only in South America as
well.

If this page is accurate, M & N systems are pretty much the same, except
for the color subcarrier center freqs. 



For any other letter standard, the tuner certainly won't work.  The
bandwidths, IFs, and subcarrier freqs are too different.

tuner/demodulator box that gives you S-Video or Composite output.
