VBI = Vertical Blanking Interval services: Teletext, Closed Caption,
etc.

Yes that would be the pvrusb2 driver.

Caveat emptor, I have no experience with this driver.  Check the driver
source code for more details to ensure a product is supported to your
usage needs, before you spend $.

You could also ask on the linux-dvb or video4linux lists about the
pvrusb2 driver or your original question.
