The only buzz I have on my tv card is a 15khz carrier signal from my sony trinitron, this is true under both Linux, XP and Window 7 Beta. I use v4ctl to send my audio to my soundcard, which is connecterd to a Creative "Digital IO Module (read transducer) from the soundcard pin plug to spdif, where it connects to a Yamaha multizone receiver and a pair of Klipsh Heresy III.s which respond up to 23 Khz. If there were another buzz I'd hear it. If you can hear that 15khz carrier, that may be your buzz, if you can hear it, your ears are still good.
I use a combination of ivtvctl, v4ctl to redirect audio and mplayer for the video out. Thank you, Mark F.
