I have just looked on:

http://ivtv.writeme.ch/tiki-index.php?page=SupportedHardware

and your card is not actually listed as supported.... Some other wintv pvr 
cards are listed as almost working.

Your problems may be more than basic configuration.  I would suggest 
subscribing to the ivtv-devel list and asking if your card is currently 
supported.

I would assume you will need as a bare minimum the very latest code if indeed 
your card is supported
