Support plug-in URLListers

Currently URLResolver has URLRepository hard-coded, which in
turn has the ApacheUrlLister hard-coded, which can only handle the directory
listing formats from a certain set of http servers, but not any of them - in my
case, it's not able to recognize either maven-proxy or proximity listings.
It'd be nice to support URLLister plugins in settings.
