split documentation and site

ATM both documentation and Ivy web site are mixed in the doc directory of Ivy.
Both are packaged with distributions, and no documentation history is available
on the online web site.
Splitting the site from the documentation would allow to package only
documentation with a release, and to make several history version of the
documentation available on site.
