Print advice when there is error

When there is error (e.g. network error) when downloading the dependencies, Ivy
should prompt the user the possible way to verify and try to rectify the error.
Example when we encounter {color:red}"Server access Error: No route to host:
connect
url=http://repo1.maven.org/maven2/antlr/antlr/2.7.6/antlr-2.7.6.pom.sha1"{color},
the user may be advised to
1) accessing the URL from the Internet browser and,
2) retrieving the file using wget
