patch against trunk (as of today, 30/11/07, 17:15 UTC) that adds
pre-publish-artifact and post-publish-artifact events to the system.
documentation and test cases included.
the patch adds src/java/org/apache/ivy/core/event/publish directory and puts
new files in test/java/org/apache/ivy/core/publish.
