From my understanding, to get commit rights on a project you need to
become an official committer, and this requires a vote by the PPMC.

AFAIK, to get voted in as a committer you first need to demonstrate
your contribution to the project (be active on the lists, contribute
patches, ...). Don't get me wrong, I'd be more than happy to see more
people with commit rights. But on the other hand as an incubating
project I think we need to be very careful with the Apache rules.

So, mentors, could you tell us more about that?
