First off, I'm getting a very slow response from the (non-httpclient)
URL code, which is going through a proxy server to the normal ibiblio
mirrors. Slow as in 30s pauses where nothing seems to happen. Is there
some code that tries to hit a URL directly before going through a proxy
server?

No, it shouldn't be, but I admit we have no proxy testing, and on my own I'm
not behind a proxy, so maybe we have introduced some problems. BTW, ibiblio
is sometime very slow to answer, so it may be the cause of the pause...
repo1.maven.org seems to be much more responsive.
