Do you also have this problem if you use Ivy 2.2.0 ?

In my cache, I have "version 16" of the snapshot. (From the ivy data file:

On the server, "version 24" is available:

When I run the resolve in verbose mode, I see that Ivy sees the version 24, but
determines it does not need to be downloaded:
