I had two separate makepom in the build script and was modifying the wrong
one, this worked fine
<ivy:makepom ivyfile="${basedir}/ivy.xml"
conf="main,test"
pomfile="${build.dir}/${artifact.name}.pom">
<mapping conf="main" scope="runtime"/>
</ivy:makepom>
