This appears to be an antlib declaration.
Action: Check that the implementing library exists in one of:

        -a directory added on the command line with the -lib argument


Is <ivy:cleancahce> ready?


It should be in trunk version only (and in not yet approved 2.0.0-alpha-2).
Which version are you using?
