If memory serves, back in the late 90s, at InterNIC we were pressed to remove assorted world aggressors from the root zone at various times and refused, telling the Powers That Be (among other things) that while perhaps tactically helpful and socially desirable in some situations, it'd set a horrid precedent with likely many unintended or follow-on effects both in the target nation and elsewhere. Of course, it remains a solid 'nuclear option' (pardon the awkward analogy this week) if absolutely needed sometime ... but not surprising to see Ukraine raising it.
