there really needs to be a uniform way of handling namespace name to
schema mapping. An OASIS XML Catalog does not allow you to map the
"no namespace name" namespace as, well, there is no URI.
I wonder if it makes sense to have some kind of schema packaging vocabulary
that sets all the schema properties as a user might want them and
then it can compile to the different implementation technologies (e.g.
an OASIS XML Catalog and the above reference property). This would
also allow other "features" of XML Schema to be set. For example, one
could specify that validation start in "lax" mode.
