xerces 2.6.2 states that the PSVIProvider is part of the apache 2.6.2 standard
SAXParser, but this support has not been rippled down to the JAP SAXParser.
The JAXPSaxParser internal parser (accessed via getParser() ) supports this so
the PSVIProvider interface simply requires delegation of the behavoir to the
underlying parser.
