Description:
The method getLexicalFacet(short) in class XSSimpleTypeDecl returns a invalid
value for the TOTALDIGITS facet in case of simple types derived from decimal.
I gues there are some few lines missplaced
How to reproduce: Each simple type derived from decimal reproduces this problem.
There is a test for TOTALDIGTS facet, if fValidationDV == DV_INTEGER, but as
far as I see, this test should be in the case of FACET_FRACTIONDIGITS. Moving
this test was fine in all my cases.
