Do you have an <redefine> somewhere in those documents?

If a schema document XSD1 includes another schema document XSD2 (directly or 
indirectly via other includes) and also redefine XSD2 (again, directly or 
indirectly via other includes), you'll most likely get the quoted error, 
because you get both the original component (from <include>) and the redefined 
component (from <redefine>) and they have the same name.
