Hi Hua, there's no byte stream to read. I assume the scenario you're concerned 
with is DOM Level 2 which did not make information from the XML declaration 
available.  DOM Level 2 only supported XML 1.0 so the version must always be 
1.0.  As for the encoding and isStandalone, for lack of having the information 
I would return the defaults: "UTF-8" and false.
