Resolution: Won't Fix
This is a bug in the URLStreamHandler for the "wsjar" scheme which I've
observed myself. It occasionally returns null from openConnection(URL) even
though the specification doesn't allow that. There's no sensible way for the
parser to work around it. The bug should be fixed at the source.
