For now I just wanted to get started somewhere where I have commit rights. The sandbox in Apache Commons is a good place in that respect, as all Apache committers are welcome to work there. Once we have something more concrete (i.e. useful working code) in place it will be much easier to discuss where this library should be developed as we'll know better who is interested in contributing and using the library.
