I thought it's good to create a JIRA issue for these changes for tracking
purpose.
1. A new PSVI accessor method is implemented after 2.11.0 release in
ElementPSVI for "inherited attributes" (getInheritedAttributes()).
2. Using a new data structure for inheritable attributes while processing Type
Alternatives (as a consequence of change 1).
3. Few improvements to error messages during Type Alternative evaluations.
