To build Xerces-J you need the Java Development Kit (JDK) version 1.3 (or higher) installed on your machine. I think, this FAQ should clarify that to use Xerces-J's XML Schema 1.1 support, we need to use JDK 1.4 as minimum, both for compilation and running Xerces-J.
