Michael Glavassevich resolved XERCESJ-1690.
    Resolution: Not A Problem

This is not a defect. Xerces supports XML 1.0 4th edition as required by the 
JAXP specification. The document you linked to is XML 1.0 5th edition which 
changed some of the character definitions. There are no plans to support XML 
1.0 5th edition.
