#83: Complete proxy authorization support

This patch adds support for allowing authreg modules to perform proxy
authorization checks. Where an authorization module doesn't register a
handler, authorization is checked by
* Checking that the creds.authnid matches the JID.NODE portion of the
creds.authzid value
* Checking that the creds.authnid value exists
It uses the interface that was already defined in the CHECK_AUTHZID
callback handler
