What do you mean by "sm offline"?
The XMPP encoding is defined to be UTF-8 and it's the only allowable
encoding.
You cannot use other (latin1) rncoding even if you declare it in XML
header. It's being silently ignored, stream is parsed as UTF-8 and latin1
characters causes XML parse errors and stream closing.
