mod_iqlast directly delivers IQ stanzas that are sent to users with active
sessions. This breaks the delivery rules in the XMPP-IM RFC, as it
delivers IQs to '[EMAIL PROTECTED]', which is disallowed by section 11.1
The attached patch fixes these, and adds support for returning a response
of '0' for requests to [EMAIL PROTECTED], when a session is active, as required
by XEP 0012
