I'm using mu-conference with a small userbase (rarely more than 50 users in jabberd, and I think no one uses multi-user stuff). Compiling and installing mu-conference is really easy if you follow the readme file so I never worried about the lack of an OS-maintained package. It's just one executable with a relatively simple configuration file; no libraries or hard-coded directories to make it difficult. It would be nice if you didn't have to jump through the JCR hoops, I'll admit. But I've not heard of anything else, unless there are good IRC gateways for jabberd -- in which case you'd have to maintain an IRC server but if it were heavily used I think I'd prefer that anyway.
