I'm not a developer of JabRef, but can possibly shed some light for you. 
The program is written in Java, which is the main language used to 
develop for Android devices. It is not an ideal language for iOS devices 
though.

Despite being developed in Java, it uses a user interface toolkit which 
I presume is not available for Android devices. Hence, it would probably 
require little short of a complete rewrite to be compatible with these.

I hope I am wrong, but that is my view of the matter.
