since usually a .bib file is not bigger than, at most, 2 or 3
megabytes, why not creating a free online service for concurrent
writing of BibTeX files?

A lot of people working in a group need a collaborative tool to manage
the bibliography. But unfortunately not all scientists or researchers
in general are able or want to use Git, Mercurial and so on. For
example in my group, all my colleagues send the new papers to me and I
have to update the .bib file of the laboratory.

JabRef should sync the local bib file transparently with the server
and resolve automatically the conflicts (it can use a cvs internally).
One can choose to store each BibTeX db locally or on the JabRef online
service. The creator of the db can choose to share the db with other
people using their userid's.
