In my cas, jabref.xml, when 'sticky mode' is on, is store in the same folder 
than my bibtex file. But you have to start JabRef by double-clicking your 
bibtex file, than change something in it and save it. The file jabref.xml 
should appear now in the same folder than your bibtex file.

You may export the preferences to a *.xml file, which you can import 
on another machine. See the buttons in the preferences dialogue.
