You misunderstand! What the OP is requesting is a .jstyle file for the 
Open Office plugin for JabRef,  which allows the embedding of bibtex 
references in an OO document. This does not use the bibtex program at all.

That said, APA6 is a very complicated formatting standard - the standard 
runs to several hundred pages, if I recall. But someone has to be the 
first to produce a jstyle file! I had to produce a Word document with 
APA formatting recently, and I found it easier to use Latex and convert 
the resulting PDF back to a Word doc using
Adobe Acrobat :-[
