DeltaV-methods (except for Version-Control and Report) require the
Cache-Control header to be present in the response.
In turn, RFC 2518 only requires the Cache-Control header to be present in the
request when dealing with the If header.
Currently the Cache-Control header is always present in the response and not
specific for DeltaV methods.
Problems may arise with IE and a couple of mimetypes such as zip-files
