PUTing an xml file causes import

i notice that PUTing a file whose name ends with ".xml" causes 
DavResourceImpl.addMember to use the session's xml import feature rather 
than adding a jcr:data property to the new node.

Angela, do you feel this behavior is required? i think it will be quite 
common for people to want to PUT "opaque" xml files.
