Hi,
It seems that we need to discuss the scope issues a bit more before
reaching a consensus on what to do with component and release management.
However, to keep things from stalling, I'll now implement the following
actions for which there seems to be a consensus.
* Switch from -dev to -SNAPSHOT in project versioning
* Break the extends dependencies to the top level project.xml
* Use the Maven Multi-Project plugin for building api, commons and core
* Possibly upgrade to Maven 1.1
