you need to sign and submit a CLA that can be found here: http://www.apache.org/licenses/#clas to create a patch you simply do your work on your local jackrabbitcheckout and instead of the final commit you create a patch that you can then attach to an email to this dev list or you create a JIRA issue and upload the patch. I personally prefer the latter.
