fixed in svn r370144
added optional "maxIdleTime" attribute to "Workspaces" element in
repository.xml;
the "maxIdleTime" attribute specifies the maximum amount of time in seconds
before an idle workspace is automatically shutdown.
idle workspaces won't be automatically shutdown if maxIdleTime is not specified
or
if it is zero.
