There is no JaCoCo command line tool for report generation. You can use
Ant or Maven to do so:

In any case I'm pretty sure JaCoCo reports look different, see here for
an example:
http://www.eclemma.org/jacoco/trunk/coverage/index.html
Maybe you report this to Jetbrains?
