Weird, but apparently not the first case. What chipset is this target? The specification by Intel says, "Hardware implementations of this architecture [VT-d spec 2.3] must support a value of 0 in this field." That's how Jailhouse was written. We may extend it, but only if we aren't chasing legacy systems.
