arm-common: Add support for Marvell UART
This one can be found in the Marvell Armada 3720 which is used by the
ESPRESSObin board.

core: uart-8250: Implement 8-bit MMIO access for all archs
It turned out that there are designs which do 8-bit accesses and have
8-bit register distances, e.g. the UARTs on Freescale LS1046A. So lift
the x86 code to the generic driver part.
