I suspect your target kernel lacks CONFIG_HOTPLUG_CPU=y. See
jailhouse-images for a know-to-work reference config.
Also note that you will need an ATF-based boot on the RPi4, just in case
you didn't spot that dependency yet. Again, jailhouse-images is the
reference.
